I read recently that our founding fathers tried to have put in our Constitution that the American army could not be bigger than 3000 men. So George Washington had another paragraph offered that would limit all invading armies also to 3000 men. Needless to say, both passages failed. Are you sure this bill is not meant as sarcasm?
